To the east is a pet resort, and religious institution. To the west is public institution land owned by Tampa Bay Water. To the south is a food truck plaza and a vacant land owned by Hillsborough County Public Schools. There are multi-family apartment communities and townhome communities within proximity to the site. A request for multi-family and townhome is not anticipated to have a compatibility issue next to the surrounding residential. Retail and office are considered non-residential uses and is subject to Commercial Locational Criteria per Future Land Use Policy 22.2. For these proposed uses, a detailed site plan is needed to address the potential impacts to the surrounding single-family residential. Furthermore, the site plan will need to address the following: access, buffers, screening, setbacks, height of buildings, sidewalks, etc. Placement of commercial buildings will need to be oriented and closer to Gunn Highway, to keep intense uses as far away as possible from residential. The proposed assisted living use could be a good use as the subject property is located along Gunn Highway which currently has Hart bus transportation. However, there is a lack of sidewalks. The Mobility Element Objective 2.2 encourages a Safe Systems Approach, which will require enhanced sidewalks with crosswalk improvements. Zoning Staff Comments: The RES-9 future land use category will possibly permit a maximum of 40 units (if wetlands do not exceed 25% of the site) if proposing townhome or apartments. Project will need to demonstrate compatibility with adjacent residential uses (building height, building placement, screening, ect). The RES-9 future land use category will possibly permit a maximum floor area ratio of 0.50 (97,792 sf) (if wetlands do not exceed 25% of the site) if proposing retail or office. The project will need to meet the commercial locational criteria policies of the Comprehensive Plan. Project will need to demonstrate compatibility with adjacent residential uses (building height, specific use, building placement, etc). The RES-9 future land use category will possibly permit a maximum of 200-beds for an assisted living facility. Project will need to comply with LDC Section 6.11.28 (https://library.municode.com/fl/hillsborough_county/codes/land_development_code? nodeId=ARTVIDESTIMRE_PT6.11.00SPCOUS_S6.11.28COREHO) which requires distances from RSC zonings and any other licensed homes.
